Upland sits on the fan of rock that San Antonio Canyon has been laying down for thousands of years, and the material in it gets coarser the closer to the mountains you build.
South of Foothill Boulevard that fan is sand and fine gravel and compacts under a plate to a base that stays put. North of it, and coarser again as the streets climb, the same fan is cobble, rounded stone up to fist size sitting loose in sand. Cobble does not compact evenly, so a trench cut to one depth leaves soft pockets between the stones and the slab above bridges them until a vehicle finds the gap. The USDA Web Soil Survey will tell you which of the two you have.
Water is the second half of it. San Antonio Creek leaves the canyon on Upland's western edge and the whole fan drains fast, which is why a badly graded patio here still sends its runoff at a footing rather than away from one. The street trees do the rest: the camphors and pepper trees on the older blocks were planted with the houses, and a century of root under a 4 inch panel lifts it out of level long before the concrete has worn out.
